The Understanding Risk Forum brings together Disaster Risk Management experts and practitioners from around the world to continue discussions on the central theme of better understanding risk from natural hazards to enable more effective action. It is a coming together of over 20,000 experts and practitioners from over 200 countries and 4,600+ organizations dedicated to generating, communicating, and making use of disaster risk information.

Mirianna Budimir, the Zurich Flood Resilience Alliance’s Early Warning Systems (EWS) Lead, will be attending the Understanding Risk Forum and co-hosting a Focus Day with the Risk-informed Early Action Partnership and the UK Met Office on the topic of EWS.

UP – Unifying Partners Old and New to Ensure Warnings Save Lives.

Date: Thursday 20th June, Time: 9am – 6pm JST

A series of interactive sessions will help fill knowledge gaps in key areas and explore new ways of improving our approaches to early warnings early action (EWEA) programming and finance. These sessions will explore themes such as understanding forecast uncertainty, who needs to be at the centre of EWS, the use of tradition and innovation to build resilience, EWEA in conflict research and applications, and innovation related to early action finance.

During this Focus Day, Mirianna will also be leading a session on who are the people at the centre of EWS and sharing how the Missing Voices Approach is used to get insights into marginalised people’s needs in EWS.

The need for increased climate finance has never been more acute and current financial efforts are insufficient to address the needs and priorities of developing countries.

The 60th sessions of the Subsidiary Bodies will take place from 3-13 June 2024 at the World Conference Center Bonn. In partnership with ODI, the Zurich Flood Resilience Alliance will host an event on making climate finance work for all.

Making climate finance work for all: how to agree an ambitious NCQG

Date: Tuesday 4th June, 16.15 – 17.30 CEST

Venue: Berlin room, World Conference Center Bonn, Germany

The existing climate finance governance is inequitable, fails to adequately serve the needs of developing countries and has thus far proven insufficient in advancing climate justice. Hence, the NCQG, with its focus on scaling up financial support beyond the existing $100 billion annual target, offers a chance to right the wrongs of the previous political compromise and significantly enhance funding for resilience-building efforts in developing countries.

Bringing together thought leaders and changemakers in international climate finance and policy, the event aims to inform key political issues at the forefront of NCQG negotiations including:

  • The importance of a goal with a core of public grant-based financing, the need for a distinction between provided and mobilized finance, and a discussion around what the role of mobilised finance should be.
  • The importance of equity and CBDR-RC principles in the new goal and how this will affect the contributor base.

The Weather and Society Conference, hosted by the World Weather Research Programme, takes place online from February 26th to March 1st 2024. Zurich Flood Resilience Alliance colleagues from Practical Action will be presenting their work related to Early Warning Systems (EWS) in the following sessions:

Session 3, 28th February 8:45-9:45 UTC – Challenges and Innovations in Dissemination and Communication for Early Warning Systems in Bangladesh: A Focus on Practical Action’s Approaches

In this session, Tamanna Rahman, Climate and Resilience Thematic Lead, will be sharing experiences, approaches, and lessons learned in taking a people-centred approach to developing multi-channel dissemination and tailored communication strategies to support inclusive Early Warning Systems in Bangladesh. Tamanna will discuss strategies for moving beyond pilot projects and collaboration with government institutions for sustainability and scale.

Poster session, 29th February 9:45-11:00 UTC – Putting the First Mile First: Empowering and Integrating Communities in Early Warning Systems for Proactive Response

This session presented by Mirianna Budimir, Senior Climate and Resilience Expert, on behalf of Practical Action’s EWS experts, will leverage Practical Action’s extensive experience across Latin America, Africa and South Asia to extract valuable lessons and examples. The focus will be on reorienting EWS priorities by starting with the ultimate goal—early action and reduced disaster impact—and working backward along the value chain.

The discussion will delve into barriers and challenges within the fourth component of EWS, touching upon issues of trust, social inequality, the ability to act, support mechanisms, safe spaces, practical knowledge, and the execution of appropriate actions. Mirianna will present strategies to extend beyond majority populations, ensuring the incorporation of the needs of the most vulnerable into response preparedness.

The Zurich Flood Resilience Alliance and many of our members will be in the United Arab Emirates for COP28 to share our expertise and evidence while advocating for the needs of flood-prone communities across the globe. This official side event will explore learning, opportunities and practical actions to overcome barriers and strengthen coherence, coordination and alignment – from preparedness and response to resilient recovery from climate-induced disasters.

The most vulnerable populations are confronting escalating losses and damages as a result of climate change. As we grapple with the increasing frequency and intensity of climate-induced disasters, the need for resources to support vulnerable communities facing irreparable losses and damages is more critical than ever. While the role and limits of humanitarian actors responding to loss and damage has been explored through the Transitional Committee, the creation of a Loss & Damage Fund could benefit from lessons across the humanitarian, development and peace nexus.
