The Zurich Climate Resilience Alliance and many of our members will be at COP29 in Baku, Azerbaijan to share expertise and evidence advocating for the needs of climate vulnerable communities across the globe. The New Collective Quantified Goal (NCQG) is the new climate finance goal that will be agreed at COP29 and is the only item on the COP negotiations agenda that mandates an outcome this year. The question that remains is whether this goal will meet the growing needs of countries in the Global South.

With very little time left to reach an agreement on the NCQG, this COP session will provide a space to bring together some key voices in this debate – including policymakers, NGOs, youth and thought leaders – to take stock of progress on the ongoing negotiations and provide a forum for exploring creative solutions to some of the remaining blocks.

The Zurich Climate Resilience Alliance and many of our members will be at COP29 in Baku, Azerbaijan to share expertise and evidence advocating for the needs of climate vulnerable communities across the globe. This event page provides the details for where we will be, what we’re doing, and what action we are calling for.

The 29th Conference of the Parties to the United Nations Framework Convention on Climate Change, COP29, will run from 11th – 22nd November 2024. While there are always many negotiating tracks and policy issues occurring at COPs, COP29 has been dubbed ‘the Finance COP’ because the new climate finance goal – the New Collective Quantified Goal (NCQG) – is the big decision item.

What needs to happen at COP29

Members of the Alliance will be in Baku, sharing evidence from our resilience-building programmes and engaging with the following policy areas:

  • NCQG
  • Loss and Damage
  • Adaptation and the Global Goal on Adaptation
  • Climate action in Fragile and Conflict affected states (FCAS)
  • Early Warnings for All initiative

Hear from the Zurich Climate Resilience Alliance at COP29 events

14 November, 15:00 – 16:30 AZT – Last push for an ambitious and equitable NCQG that meets developing countries needs

With very little time left to reach an agreement, this event looks at the steps to achieve an ambitious, equitable and fit-for-purpose NCQG: ensuring public grant-based finance is the bulk of the goal, firmly based on the principles of equity and CBDR-RC, to truly meet developing countries’ needs. 15 November, 18:30 – 20:00 AZT – Closing the finance gap: adaptation finance flows and connections with L&D to the local level

This side event will explore urgently needed solutions to deliver climate finance to local levels. The discussion will focus on community accessing finance to local level on adaptation connection with loss and damage, emphasizing scale, community access, and gender-responsive action.

18 November, 16:45 – 18:15 AZT – A Holistic Approach to Finance for Climate-Resilience and Just Development: From Evidence to Action

Addressing the urgent need for climate resilience and justice, this event presents a model-based assessment of equitable financial needs for mitigation, adaptation, and loss and damage. Taking a holistic approach, it explores how quantitative insights and justice-focused pathways can be translated into action.

2024 is a critical year for international climate finance. At COP29, countries are due to agree a new collective quantified goal on climate finance (NCQG). The adoption of an ambitious NCQG is the first opportunity in fifteen years to redefine international climate finance mechanisms and learn the lessons from the $100 billion goal. 

This webinar marked the launch of the Zurich Climate Resilience Alliance’s latest report, Making climate finance work for all: Five tests for a robust New Collective Quantified Goal (NCQG), and comes at a crucial time as global leaders have limited time left to negotiate, consider options and make informed decisions to ensure they reach an ambitious goal that meets the evolving needs of developing countries.

The Understanding Risk Forum brings together Disaster Risk Management experts and practitioners from around the world to continue discussions on the central theme of better understanding risk from natural hazards to enable more effective action. It is a coming together of over 20,000 experts and practitioners from over 200 countries and 4,600+ organizations dedicated to generating, communicating, and making use of disaster risk information.

Mirianna Budimir, the Zurich Flood Resilience Alliance’s Early Warning Systems (EWS) Lead, will be attending the Understanding Risk Forum and co-hosting a Focus Day with the Risk-informed Early Action Partnership and the UK Met Office on the topic of EWS.

UP – Unifying Partners Old and New to Ensure Warnings Save Lives.

Date: Thursday 20th June, Time: 9am – 6pm JST

A series of interactive sessions will help fill knowledge gaps in key areas and explore new ways of improving our approaches to early warnings early action (EWEA) programming and finance. These sessions will explore themes such as understanding forecast uncertainty, who needs to be at the centre of EWS, the use of tradition and innovation to build resilience, EWEA in conflict research and applications, and innovation related to early action finance.

During this Focus Day, Mirianna will also be leading a session on who are the people at the centre of EWS and sharing how the Missing Voices Approach is used to get insights into marginalised people’s needs in EWS.

The need for increased climate finance has never been more acute and current financial efforts are insufficient to address the needs and priorities of developing countries.

The 60th sessions of the Subsidiary Bodies will take place from 3-13 June 2024 at the World Conference Center Bonn. In partnership with ODI, the Zurich Flood Resilience Alliance will host an event on making climate finance work for all.

Making climate finance work for all: how to agree an ambitious NCQG

Date: Tuesday 4th June, 16.15 – 17.30 CEST

Venue: Berlin room, World Conference Center Bonn, Germany

The existing climate finance governance is inequitable, fails to adequately serve the needs of developing countries and has thus far proven insufficient in advancing climate justice. Hence, the NCQG, with its focus on scaling up financial support beyond the existing $100 billion annual target, offers a chance to right the wrongs of the previous political compromise and significantly enhance funding for resilience-building efforts in developing countries.

Bringing together thought leaders and changemakers in international climate finance and policy, the event aims to inform key political issues at the forefront of NCQG negotiations including:

  • The importance of a goal with a core of public grant-based financing, the need for a distinction between provided and mobilized finance, and a discussion around what the role of mobilised finance should be.
  • The importance of equity and CBDR-RC principles in the new goal and how this will affect the contributor base.
